Although I'm not like that; but many people here in Vancouver don't care if the weather is rainy or not. When it's time for jugging, it's time for jugging with rain or without. They have water proof clothes and as you said a good pare of shoes and there you go. But I see people running in the streets not on running tracks. (probably to avoid slipping) If you are not familiar with our weather, we have rain almost 10 months a year, even in summer we are lucky to have a month of sun without rain interruptions.
