LTO Car Registration Renewal: requirements and expenses

It’s the time of the year again when we have to pay for the car registration renewal in LTO. Honestly, the LTO should have an option for the car owners to register their vehicles for 2 years, 3 years, etc… So that we won’t have to go yearly to the LTO and undergo the same process over and over again. I listed the documents needed for car registration renewal and our expenses for this year.

Documents required for renewal of private vehicle registration are:

1. Original copy of Certificate of Registration and last year’s original Official Receipt of payment

2. Insurance Certificate of Cover or Third Party Liability (TPL) insurance – paid Php 970

3. Emission Testing, go to an accredited testing center. In LTO Las Pinas, you can find the Green Star Emission Testing inside the LTO – paid Php 415

4. Motor Vehicle Inspection Report form – you can download this form at the LTO website

The vehicle registration fee depends on the year and make of your car, in our case, we paid Php 2,629. A total of Php 4,014 spent on car registration renewal.

Car registration at the LTO is fast and orderly, you can finish the whole procedure in 2 to 3 hours. No need to deal with fixers.

    i wonder why government agencies cannot do something with these fixers. they are everywhere. at LTO, department of foreign affairs, NSO and even at the city halls. And agencies like these kept on reminding us not to engage with them but i really wonder why on earth do they let them operate just right around their premises? u think it makes any sense?

    That’s what I’m thinking too. They should be the ones eradicating those fixers, those fixers are violating their laws right smack in their faces and yet they’re not doing something about it.

    actually those fixers are also connected with the employees of the LTO kaya pinababayaan lang nila. pag wala ka talagang alam mabibiktima ka. great job for the post! :)

    Thank you to someone who posted the list of the Documents required for renewal of private vehicle , because actually i dont have any idea regarding that matters because i dont have any vehicle but now i maried with the korean and he is now in korea and he told me that im the one will renew his car when he asked if i have an idea how to renew it,, i told him that ” i dont have” and i was thought that he will teach me but he only says that you research that you are a filipina but you dont know gggrrrrrr….so it helps a lot of me hehehe so tomorow if he will call again i have an answer now hehehe..he really like my instruktor actually!!! so thank you again … great job for the post and also the reminders regarding the fixer…

    Yes, as a matter of fact, that’s what we did with our car. At first, it was registered in Mandaluyong but for the succeeding years, we had it registered in Las Pinas. Just bring the previous OR and registration papers. =)

    Let me confirm if I am getting this correctly. I should bring my car with me if I am planning to register it, right? for the emission testing specifically? or just a document that would certify that it has passed the emission test? and with the Motor Vehicle Inspection Report form you were talking about, it is not for me to fill up, right?
    one last thing, i’m driving a 2002 honda civic vtis, you think it would cost me more than 4k? i’m working on a tight budget now so,..

    this is my first time to renew the registration of my “baby” so fill me in badet ^^

    to give you an idea on how much you will shell out for the registration, take a look at the old OR where the total is indicated, that’s what you are going to pay at the LTO office, plus the compulsory TPL insurance (i suggest you get it from an insurance company you know, it will only cost you about 60% of what you are to pay when you get it from the insurance office beside the LTO, second is the emission test which will cost you around 500, last would be the tip for the person who is going to stencil the chassis and motor number of your vehicle.

    to summarize it all:
    Total of your previous OR – x,xxx.00
    + emission test 500.00
    + insurance (tpl) 500.00
    + tip (stencil) 50.00
    ———-

    just do the math.

    May I ask what to do in case you lost (actually somebody just stole the bag that contains all the documents) your original documents (OR, CR), and specially if you just bought the vehicle from a brother (who went abroad) and you haven’t took the time to finalize and put in black and white the sale of the car? What would be the whole process to undertake. Your advice would be highly appreciated. Salamat!

    if that’s the case, you should ask your brother for Special Power of Attorney to process and reconstruct a new CR & OR. Might as well have him sign another deed of sale for you to be able to transfer it under your name after reconstructing the papers of your vehicle. Please take note that you will have to go to the issuing LTO office where the vehicle was first registered because it is where the documents are going to be verified.

    Hi Ana,

    Yes, sa LTO may 3rd Party insurance na silang inooffer, around 1k lang yun. Pero iba yun sa comprehensive insurance ha, you can inquire about it sa mga agents, not inside LTO. I don’t think aabot ng 8k yun Ana. To be sure, go directly to LTO and inquire first at the information center.

    Hi BADET i already had a COMPREHENSIVE insurance do i still need the TPL ???
    car insurance is a REQUIREMENT to register your vehicle so i think TPL is no longer needed if you have a COMPRE already. I will renew my Registration next week

    Nancy are you really that naive? government agencies CAN do something about it. They don’t want to. The fixers are a RESULT of the government agencies and their corruption, not the other way around. Government agencies personnel want them to continue because of the extortion money they receive from the fixers.
    Usual standard corruption through out the Phillippines.

    to jesseboy23… i just renewed my car today, my ending plate is 0 so im also late… I spent 415 for the smoke emission testing, 980 for insurance and a whopping 9200+ for the registration itself… 3000 ang penalty which is 50% of the motor vehicle something… my car is 1999 nissan cefiro.. i tried to look for fixers to maybe try to decrease the price, pero all of them told me wala na magagawa dun…. hope this helps

    Hi, mag kano po ang magagastos ko kung ang model ng car ko ay 1989 model nissan sentra, nabili ko ng 40k. kailangan ko po ma itransfer sa pangalan ko then expire narin ang registration, last registered siya ng 2007.

    my ending plate number is 2.. diba it should be registered before february? tama diba? thanks.. and paano ko nga pala ipaparegister kasi wala sakin yung original copy ng OR at CR kasi mortgage xa.. so nasa bank yung orig OR at CR.. thanks

    if your ending plate is 2 then you should register it in the month of February. When in February will be identified by the middle digit of your plate. If im not mistaken, it should follow 1-3 first week of the month then so on and so forth.

    photocopies of the two will suffice. CR is needed since it is the one that has the motor and chassis numbers as well as MV file number. OR doesn’t contain those needed information.

    Car i register my car without paying a car insurance?? if you look the process of registration, it only takes me 1-3 hours before i get the sets of stickers, dag-dag lang kasi sa gastos ung insurance, registration fee is 1600+ with emission test of 250.00, and the insurance for 950.00, meron kasi silang runner na pumupunta sa LTO para ipasa ung old registration and the result of emission test, then 1-3hrs. later andyn na ung stickers…

    I just Finish my Car Registration this morning, i take the Emission test here in Parañaque, Tambo for 400php. and the Car Insurance for 950php and another 20pesos, tip for the guy who stencil the serial of the engine. just a tip, kung inalok kayo ng employee ng Emission na sila na ang maglalakad ng stickers, sabihin nyo kayo nlng, they ask me to pay 2279, this covered the Computerization Fee 350php, Miscellaneous Fee 200php, Registration Fee 1629php and 100 for stamp, this not a serious amount for an average employee, so i proceeds to the LTO office near Cebu Pacific Domestic and i line-up my car for inspection and it take 50php for the stamp, then i went to the window 3 for assessment, then i wait for my name to be called and a pay the registration Fee 1629, a minute later i receive my sets of stickers… i’m done…

    renewed last year by a the bank (2010)
    got the sticker and original OR of 2010
    but no have copy of 2010 CR

    the only one i have at present is photocopy of 2007 CR and 2010 OR
    can i renew it?

    Hi,
    I have a 1998 Honda accord Medium class. I just wanted to know how much I should be paying for my MVUC (Motor Vehicle User Charge).

    According to the LTO link below, I should be charged P2,400 since my car falls in the “5 Years and older” category.

    I am sad to say that I do not trust the guys at the LTO office. They never give me a straight answer. It’s like they don’t work there…

    hi mia! final due wk of your registration depends on d last no. of your plate. better not use the car until registered. any untoward incident involving an unregistered car will be a BIG BIG HEADACHE!!! car impounded,license sequestered,large monetary fee…etc! you have no right to defend even if its not your fault. you’re due date is until d last day of the 3rd wk of august.

    i bought a mini van from cebu but it was registered in molave, zamboanga. now, i want to renew it here in aklan but they rejected my application for renewal because they are asking for the certificate of customs from molave. if i can’t provide the cert of customs, will they not renew my mini van? is cert of customs one of the requirements for renewal of a vehicle?

    do i need to present my car in renewing a motor vehicle clearance certificate form HPG? i got my clearance on july 21,2011,but when i process my registration at LTO on august 25,2011 they say that i need to get a new clearance because it is already expired. thanks.

    I am currently out of the country and I acquired last April 2011 our 2nd hand car thru BDO Car Financingg. They have the original OR-CR and the vehicle is ude for registration renewal this coming October.

    Will BDO handle the renewal registration?

    Maam Badet. May tanong po ako yong sasakyan po na nabili ko ay registered po at ma expired sa darating na June 2012. Ang tanong ko po ay wala ako sa Pinas, ngayon 3 years pa ako uuwi magkano po mababayaran ko kong magpa registro ako after 3 years actually 2014 ako uuwi so magkano ang lahat. expireration date ay june 2012 at di ko po ma regitro in 3 years yan sa 2014 pa magkano po ang mababayad ko kong papa registro ko ang sasakyan ko Nissan po Van salamat .

    balak ko po bibili ako ng starlet ang problem po matagal ng hinde naka register. In fact yung check ko ang plate number sa 2600 no record ang nag appear.

    1. yung CR wala na kayong halos mabasa sa sobrang tagal. pwede pa kaya ito.

    2. yung makina po nakalagay ay iba na at wala ren yung papers nung pinalit na makina kasi iniwan na lang sa kanya itong sasakyan.

    ano ano po pwedeng gawin dito. gusto ko kunin yung car kaso baka hopeless ang case nito. Maraming salamat in advance

    i just renewed my registration last may2011. unfortunately, i lost, well actually just like john’s post, my wallet was stolen along with the CR of my car. i’ll be selling my car soon. does the Las Piñas LTO have a copy of my CR? can i just ask for a copy of it or do i have to pay for it? if so, how much kaya?

    @ande you just need to bring the photocopy of the CR (Certifcate of Registration) for the renewal and the Original Copy of the Official Receipt of the previous year’s registration of your car.

    @maricar if the car is registered under your name maybe not much of a problem. you just have to tell LTO that you lost the original. AFAIK, process includes applying for an affidavit of loss.

    I just renewed my car registration yesterday and inorasan ko talaga ung pag process ko (no fixers) and it just took me 56minutes. I went after lunch.

    I advise you to bring the following para mabilis ung process: Insurance, Emission documents and photocopies of OR/CR. Ginawa o na ung emission outside LTO kasi pag sa loob pa ginawa eh andaming chechebureche at kung sino sinong “fixers” and lalapit sau. So once you enter the premises of LTO, sasalubungin ka na agad or if not look for “inspectors” na mag stencil ng car. den dretso processing na ng papers.

    Here are the expenses:
    *CTPL – Php560; i didn’t get from the in house Insurance of LTO kasi may patong na 400. I got Mapfre Insular. One day process lang sila. I just called and sent them the requirements via email then cash on delivery na yung documents.

    *Emission – Php415

    *Stencil Php40; T.I.P lang to kasi kailangan may inspector na gumawa talaga nito.

    *Registration fee – (you can base it on ur previous OR) it varies, mine is 1930

    Total of 2945.

    MS. Badet, tanung ko lang nakabili ng car mister ko Mazda model 323,year 1996. last sept 2011 hindi ko na na renew ito, kasi sabi ng mister ko pagdating na lang nya ng dec. hindi cya natuloy, so up to know hindi pa na renew yung car. at nakita ko na yung last OR registration nito May 10,2011. anung ibig sabihin nito, ang sticker nya 2010 pa din. dapat ba napa renew ko ito nung sept. 2011, kung sakali this month ko renew ang car, anung sticker ang makukuha ko 2011 or 2012. kasi sabi ng kakilala ko wala na raw na sticker ng 2011. at ilang month ang penalty nito

    hello.ask ko lang kabibili ko lang ng honda crv 2009 last feb 2012. then na itransfer na sa akin yun lto registration. ask ko lng kailangan ko na ba mag parehistro sa june kasi 6 ang end ng palte no. ko, the yung nkuha kong cr is feb 2012 then ung or na nakita ko ay transfer of ownership lang. at walang sticker. kailangan ko na ba iparehistro un o hindi pa. salamat.

    I loss my original copies of my CR and OR, and also the vehicle is registered last year from the name of the original owner, the good news is I have photocopies of CR and OR, my question is can I register my vehicle in normal process with only photocopies of CR and OR? and in the name of the original owner?..

    just finish my car registration yesterday!
    HEre is my tips…

    Requirements:

    1. OR and CR photocopy is enough. But if you loss your original CR and only have a photocopy then make sure you save a copy for yourself aside from submitting to LTO, because it will not be returned to you after registration

    2. insurance- TPL, get it an advance outside to save time at registration, ex. MAPFRE, browse it internet for more info. Private insurance firms TPL are cheaper than insurance from LTO premises.

    3.emission testing results, OR and CR required, if photocopy only make sure it is clear like the MV file no. should be readable, otherwise verify first at LTO customer service at the office itself or phone if possible.

    Here are the procedures (LTO P. Tuazon, Q.C.)
    NOTE: no-fixer, and photocopy of OR/CR are submitted – less than one hour, if no problems encountered

    1. submit all the requirements to inspection officer (at P. Tuazon LTO, the inspection officer has a small office w/ window inside the compound)
    2. the inspection officer will returned all your documents and will give you a form called MVIR
    3. you don’t have to fill up the form, just find an inspector aide and request for a stencil, no need to give a tip.
    4. after the inspector aide stenciled your car, you’ll be instructed to go back to inspector officer and submit all the documents again, he will sign somewhere in the form.
    5. you’ll be instructed to go to a certain window no. and submit all the documents there for verification.
    6. sit and wait for your name to be called which you’ll be instructed to go to a certain window no. for payment.
    7. after payment, you’l receive your new OR, wait for your name to be called again to receive your documents you submitted before.
    8. with OR and your documents on hand, you’ll be instructed to proceed to a certain window no. to submit all the documents including your new OR.
    9. wait for your name to be called, you’ll receive your new OR and stickers.

    NOTE:
    -at P. Tuazon LTO, the compound is small, the entrance is also the exit (one way)
    There is a parking lot at the front of the office, but w/ a fee of 25 pesos.
    just be cautious before going inside the compound, the inspector aides there will advice you where you should park your car.

    -Go to an Emission Testing Center outside the LTO. The fees are same.

    -The LTO inspector aides are identified by their polo shirt, it mark’s the word “INSPECTOR AIDE” at the back of their shirt and the shirt is colored blue.

    It is very simple right?, no need for fixers

I only have the photocopies of ORCR since toyota did not gave the original to my sister in law(1st owner) because the car is still under bank financing. this really a great help for me since I am & mos preggy, I cant afford to stress my self to much ..thanks again..

    Just went to Pasig LTO for the renewal today for my 1999 Galant.

    I thought all in all it would cost around 4.5k max.. but I was wrong and got stung..
    the MVUC really depends on the displacement of the car and the year.

    My car is 2000cc and though it is not the v6 (3000CC), still it is considered a Medium Car.. and older than 5 years..

    The premium came out to be 6330. I asked why and the employee there told me, that it is a medium car unlike small cars. The cost for the Newer model Medium car would be 3600 php but since it is an older car, it is 6000+.

    All in all with the emission test and buying the insurance,

    it totaled 8k today.. Money just sunk again..

    Will soon purchase a ex hotel service car and I was wondering what the procedure is for dropping. It’s an ’07 model with yellow plates last registered back in ’07. Na replibin siya and I bought it from a bidder (nag depo lang muna ako dahil waiting pa for the release of the papers from the bank). I am totally unfamiliar with the procedure, cost (although I have an idea), and waiting period. Can you give me n idea how to go about it? Much thanks.

    Mam ask ko lang po kasi nagpa change engine ako matagal na, but i want to register now the car under the engine it uses now, the problem is, wala pong resibo yung makina, how can I register the car? PNP clearance says I have one week… is there any possible way I can register the car at all?

    about naman po sa registration ng pa renew po kami pero duda kami kasi umabot ng 3k+ binigay lang po na resibo samin yung registration 1,990 tska travelers insurance 560 php ,. paano po kaya umabot ng ganun kalaki siningil samin??

    hi i have a car it is a nissan blue bird altima, and the only paper it has is the official receipt from the LTO. i dont know where the real owner of the car is or even if he is still alive. this is actually bought by someone and paid it to us as a debt. and i dont know how to process papers or even if it possible make it under my name. answer are pretty much appreciated!

    I just want to ask.. Tama ba yung computation ng LTO for 1 year late registration of my honda accord car? di ako nakapagregister ng 2011.. then nung mgparehistro ako this 2012, ganito na yung computation ng LTO..

    Actual MVUC – 4,800

    pero siningil kami ng 9,600 (double the price of actual MVUC) plus 2400 for penalty..

    9,600 – MVUC
    + 2,400 – penalty
    + other fees..

    12,329.06 – Total

    wala pa dyan yung insurance, emission at inspection

    insurance – 950
    emission – 415
    inspection – 50

    I had the same experience with you. My lasr registration was year 2010 and just renewed sept.3 2012. Nadoble din ang MVUC amounting to 12000 compare to last OR w/c is only 6000. I thought penalty lang ang madadagdag pero pati ung MVUC nadoble. Ganun n ba talaga ngaun?

    @anne & kintaro,, siguro nga ganun ang mvuc charges pag more than 1 year ang late, say 1 year or 2 or 3 years late nadodoble ang MVUC fee plus penalty 50% ng original MVUC fee. kasi yung car ko lancer 1.3cc model 1997 late ng 2 months or say less than 1 year hindi na doble ang MVUC fee, pero 50% ng original MVUC fee lang ang penalty ko.

    Question: My 3 year old car is under a Car Loan and still has two years to pay….as such, I still dont have with me the original CR ….The first 3 years Car registration was handled by the Bank (BDO), but now I have to register it myself…My question is…..can I register the Car with only a xerox copy of the CR / OR ?

    I paid all the necessary fees to lto for registration, it has been paid the tpl emission stencil and registration but they told me to go back next month for the sticker kasi wala pa raw delivery, this is lto lingayen pangasinan, is that valid? pag nahuli daw ipakita sa manghuhuli yung reciept or the registration paper saying no sticker yet.. sa may pa raw makukuha ang sticker? is that valid?

    I don’t know about the sticker, but my brother just registered their car and still has no license plate. As long as you have the receipt, use it as proof.
